The floor beneath which no citizen falls. Safety, sustenance, shelter, health, and income — the non-negotiable baseline of membership in a society.
The first layer of freedom is the oldest promise a society makes to its people: you will not starve, you will not freeze, you will not die of treatable illness, you will not live in fear. These are not aspirations. They are the minimum conditions under which a person can think clearly, plan ahead, and participate in anything beyond survival.
Every component in this generation exists because its absence makes everything else impossible. You cannot learn if you are hungry. You cannot work if you are sick. You cannot raise a child if you are unsafe. The floor is not a luxury — it is the load-bearing structure beneath every other freedom Foundation proposes.
Oklahoma spends more per capita on incarceration than on mental health, housing assistance, and job training combined. The floor is not missing because we cannot afford it. It is missing because we chose to build something else.
Safety
Physical and emotional security isn't a privilege. It's the foundation everything else rests on.

Access to nutritious, sustainable food for all citizens. Not charity — infrastructure.
06Clean Water
Universal access to safe, clean water. The most basic test of whether a society is serious about its citizens.
13Universal Basic Income
Yes, Foundation includes UBI. Money is one tool among sixteen — necessary but nowhere near sufficient.
14Housing
Safe, affordable housing as infrastructure. Not a market commodity that consumes half your income.
15National Healthcare
Single-payer comprehensive coverage. Because tying healthcare to employment was always a bad idea, and AI is about to prove it.
