Think about the last time you needed to know something that mattered — not trivia, not entertainment, but something that would change a decision. Maybe it was a diagnosis you didn’t understand, or a clause in a lease, or whether your kid’s school was actually teaching what it said it was teaching. You probably reached for a screen. And it was probably there.

Now imagine it wasn’t. Imagine the screen couldn’t connect, or the answer was behind a paywall, or the local paper that used to cover your school board closed three years ago and nobody replaced it. Imagine the only information reaching you was whatever the algorithm decided would keep you scrolling longest.

For millions of Americans, that isn’t imagination. That’s Tuesday.

Jaylen is not one person. He is a pattern. He’s a junior in a small town outside McAlester, Oklahoma. He’s trying to apply to college — first in his family to try. The school counselor covers three campuses and sees him twice a year. His family’s satellite internet drops when it rains. The AI tools that tutor students in suburban Edmond cost $20 a month — about what his mother spends on gas to get to work each week. Jaylen writes his college essay on a phone, in the parking lot of the public library, using the Wi-Fi that reaches the lot after the building closes at 6.

In Edmond, fifteen miles from Oklahoma City, a high school junior is getting personalized essay coaching, SAT prep feedback, and answers to chemistry questions at 11 PM. The schools are 90 miles and one subscription tier apart. One student has access to tools that are rapidly becoming the infrastructure of knowledge itself. The other has a phone, a parking lot, and a signal that cuts out in the rain.

The ideal use for AI is as a democratizing interface for the collection of all human knowledge. It has the ability, if made freely available, to dissolve every gatekeeper and every economic barrier between a person and what they need to know. That’s the possibility. Jaylen is the reality.

Foundation is built on a simple premise: there is a minimum set of conditions people need to thrive, and a society wealthy enough to provide them has no excuse not to. Access to reliable information and AI tools is one of sixteen components — because in 2026, information access isn’t a luxury. It’s the prerequisite for every other right in this framework.

The Divide Is Getting Wider

Twenty-six million Americans lack broadband internet access. That’s the real number — a BroadbandNow audit found the FCC’s maps overcount access by 33 percent, inflating coverage by 6.4 million people. The maps that guide billions in funding don’t match the ground.

And “access” doesn’t mean “connected.” One-third of Americans who have broadband available don’t subscribe — because they can’t afford it. The Affordable Connectivity Program, which provided $30 a month to help low-income households stay online, expired in June 2024 when its $14.2 billion in funding ran out. Congress has not renewed it. Five million households have already cut internet service since the program ended. Millions more have reduced spending on food, medical care, and other essentials to stay connected — because in 2026, being offline means being locked out of work, school, healthcare, and government services.

The replacement? The Lifeline program — $9.25 a month. In a country where the cheapest broadband plans start at $10 and meaningful service costs $50 or more, that’s not a bridge. That’s a gesture.

Rural America is hit hardest. Twenty-two percent of rural Americans and 28 percent of Tribal land residents lack even basic broadband. In 32 states, the speed gap between urban and rural users actually increased in 2024. Only 35 percent of rural households have more than one broadband provider to choose from, which means no competition, no pressure on price, no alternative when the service is bad.

And then there’s the homework gap — 17 percent of American children can’t complete homework because of limited internet access. Those kids are disproportionately students of color, low-income, English learners, and students with disabilities. The FCC, in September 2025, voted to remove school bus Wi-Fi and at-home hotspot lending from E-Rate eligibility — cutting one of the few tools schools had to reach students without home internet. The gap is getting wider because we’re pulling up the planks of the bridge while people are still crossing it.

The New Gatekeeping

So that’s the connectivity crisis — the pipes. Now look at what’s flowing through them, and who controls it.

Things are already beginning to get confusing, aren’t they? We are living through the most severe information crisis in modern history. Not because information is scarce — because it’s overwhelming, manipulated, and monetized. Algorithms optimize for engagement, not truth. Deepfakes are becoming indistinguishable from reality. And the tools to navigate this landscape are being locked behind paywalls.

Two hundred and thirteen counties in America are now news deserts — communities with no local news coverage at all. Fifty million Americans have limited or no access to local news. Nearly 40 percent of the country’s newspapers have closed in the past two decades — 136 in the past year alone, more than two per week. The people who covered your school board, your city council, your local police department — they’re gone. And 80 percent of news deserts are in rural counties, the same places where broadband is weakest.

When local news disappears, two things fill the void: national partisan media and social media algorithms. Neither one tells you what’s happening on your street. Neither one is accountable to your community. And neither one is optimized for anything except keeping your attention — not informing it.

Meanwhile, AI is rapidly becoming the interface through which people access knowledge, make decisions, and interact with institutions. The best medical AI tools, the best legal reasoning assistants, the best educational platforms are premium products — subscription-only, behind corporate walls. If that’s how it stays, we’ve built a new class system. Mediated communication holds us hostage. The owners of these systems decide what we see and when we see it, and the frames in which it is presented to us.

What’s Happening to the Infrastructure

The BEAD program — $42.45 billion in federal broadband funding from the Infrastructure Investment and Jobs Act — has not deployed a single dollar for actual construction as of early 2026. Twenty-six state spending plans have been approved, but the administration restructured the program in June 2025, removing fiber preference requirements and mandating lowest-cost technology. States had to redo their plans.

Oklahoma was allocated $797 million. After the restructuring, the state is returning $225 million to the federal government and shifting to a mix of 65 percent fiber, 20 percent fixed wireless, and 15 percent satellite. Critics say returning a quarter billion dollars while 40,000 Oklahomans remain unserved is indefensible. The state broadband office says everyone will still be covered. Construction isn’t expected to begin until summer 2026 — four years after the money was appropriated.

The Digital Equity Act — $2.5 billion in funding for digital literacy and inclusion programs — was terminated outright in May 2025. The administration called it “unconstitutional, racist and illegal.” Twenty-two state attorneys general filed suit.

The Institute of Museum and Library Services — the federal agency that funds public libraries — was ordered to reduce its functions “to the maximum extent consistent with applicable law.” The proposed 2026 budget would eliminate it entirely. A court struck down the dismantling order and grants are being reinstated, but the signal is clear: the institutions that provide free information access to people who can’t afford to pay for it are under direct attack.

In Oklahoma, rural libraries depend on IMLS-funded programs for 98 percent discounts on databases and tutoring services. If IMLS goes, those go with it — and the communities that need them most lose what little they have.

What This Does to a Person

Here’s what connects Jaylen writing his essay in a parking lot, the 50 million Americans in news deserts, and the 5 million households that cut internet service when the subsidy expired.

When you can’t access information — when the connectivity isn’t there, when the tools cost more than you have, when the local paper closed and nobody replaced it — you don’t just miss out on convenience. You lose the ability to participate in your own life. You can’t apply for the job because the application is online and your internet went out. You can’t help your kid with the homework that requires a device you can’t afford. You can’t find out what your school board decided because nobody covers it anymore.

Information access connects to education — Jaylen’s college application gap is an education gap disguised as a technology gap. It connects to thought privacy — if the only AI tools available to you are the ones that harvest your data, your information access comes at the cost of your cognitive privacy. It connects to skills training — you can’t retrain for the jobs that are coming if you can’t access the tools that teach them.

The digital divide isn’t just about who has fast internet. It’s about who gets to know things. Who gets to learn. Who gets to participate in the decisions that shape their community. When information access is distributed by income, democracy itself becomes a premium product.

What We’re Building

Foundation says access to valid information and beneficial AI is a citizenship right. Not access to any particular platform or product — a guarantee that every citizen can access high-quality, unmanipulated information and AI tools that serve their interests rather than extracting from them.

That means a publicly owned AI model, maintained to the highest standards, available to every citizen. Not as competition to private AI — as infrastructure. The way public roads don’t compete with private cars. You always have a baseline. It’s always yours. It doesn’t sell your data or manipulate your attention. When private AI tools help with a medical question, a citizen can check the answer against the public model. When algorithmic systems support decisions about credit, employment, or justice, the public model provides a transparency baseline. Humans decide. The tools serve.

This isn’t about government-controlled information. It’s not a truth ministry. It’s about ensuring the infrastructure of information — the pipes, not the content — serves the public interest. Just as we regulate water quality without controlling what people drink, we can ensure information infrastructure quality without controlling what people think.

And access without literacy is just exposure. Foundation’s education components include information literacy as a core skill — the ability to evaluate sources, detect manipulation, and engage with AI tools as informed citizens who guide the technology rather than get guided by it. Stop calling yourself a consumer. You are a citizen.

What We Need From You

Those who say the market will close the digital divide are the same ones whose market has had thirty years to do it and hasn’t. The Affordable Connectivity Program proved that subsidizing access works — 5 million households lost service the moment it expired. The question isn’t whether public investment in information access is effective. It’s whether we’re willing to sustain it.

We have a framework. We don’t have all the answers — and that’s deliberate. Here are directions we think matter. Push back on them, extend them, or bring your own:

  • A publicly owned AI model as civic infrastructure. Maintained to the highest standards, available to every citizen, free. Not competing with private AI — serving as the floor. The way public roads don’t compete with private cars. You always have a baseline, and it’s always yours. Citizens decide what to ask it. Citizens evaluate what it returns. The AI assists — you supervise. What would you use a free, private, publicly accountable AI tool for? What would it change for your family?

  • Community broadband cooperatives. Municipally or cooperatively owned internet, like the electrical co-ops that brought power to rural America in the 1930s. Over 900 communities already run their own broadband. The organizational model is proven. What would it take to start one in your town? What’s standing in the way — state law, incumbent lobbying, capital, all three?

  • AI literacy as public education. Not coding classes — critical thinking about how algorithms shape what you see, how to evaluate AI-generated content, and how to use these tools as a citizen who guides the technology, not the other way around. AI can help surface information, flag inconsistencies, and organize what you’re learning — but the judgment about what matters and what’s true stays with you. This should be in every school and every library. What does information literacy look like for someone who’s 65? For someone who’s 12?
